    building a news section

    I AM TRYING TO INSTALL A NEWS System IN MY PAGE AND i AM GETTING THIS ERROR.
    hhttp://altereddreamz.com/news/index.php .. my friend is building the site for me he said it has to be allowed? Any help greatly appreciated
