language settings in FrontPage 2002

Hi every body

This is samir Abuzaid, my domain name is www.arabphilosophers.com
the site is to be published in two languages at the same time. English and Arabic. After finishing the design in both languages using FP2002 I published the site, I left the language settings int English pages as it is while I changed those settings in the Arabic pages, intuitively, as follows
page language - Arabic, HTML encoding - Arabic.

The result was as follows, in iexplorer the English pages has appeared and working properly, but the Arabic pages did not apperar.

So I would be grateful if you can help me with the correct settings of the Arabic language pages
