joomla 1.5.4

I am trying to install joomla 1.5.4 but keep getting this message:
An error occurred while trying to create the database joom4.
The user may not have enough privileges to create a database. The required database may need to be created separately before you can install Joomla!. Since I do not have privileges how do I create adatabase .Anyone? Thanks

fantastico installs all the directories then you nedd usually i just install at my voda host control panel/fantastico and its no problem at all ,are installing with voda host or with other hosting,perhaps you dont have unlimited data base.
