I want to build a site where users:

1. create profiles
2. post short surveys
3. post comments on surveys

Can blue voda do that?

You would be better off using a CMS foundation that already has those features built in, along with the "web-building" environment to design a site the way you want.

For fastest "learning curve" and least investment (if any, if you are a VdoaHost customer) AND the predicatble great results, I suggest Joomla.
