Need suggestions on headers vs templates

I am building a website with photographs and text. Can I use a header on one page and a template on another. Any suggestions on the advantages/disadvantages of one or the other? Thanx.

There are no advantages/disadvantages , it's all down to your personel design tastes.

I do not like the basic templates and want to add pictures and such to my background. How can I create my own template?

You create a page, just like normal, then save it in the templates folder. It's useful for setting your pages so everything is in the same place on each page. You will open your template, add/change things then save as a proper page. Then do the same for your other pages.
