Hello I want people to have the abblity to create accounts on my site
Any Idea how to setup up accounts for people and get a e-mail running for them and get a broadcast console for broadcasting on my website. And for people to fav. their a boradcast they may like. website -> www.rogcastr.com

You are not allowd to offer email accounts to third people. What do you mean by "setup up accounts for people " ??
Broadcasting from your site requires a dedicated server, you can't even think to broadcast from a shared hosting account. It requires too many cpu resources and bandwidth.
