Blue Voda (the web building tool) is free to download and use, but you will need an account with VodaHost to actually publish the pages you make with it...

Thanks for the info guys even thou i think Bluevoda is a great program the web hosting is to expensive for what im wanting to do (make a single page) If in the future i need more space Bluevoda will be the one i choose.
