Metatag

Hope I'm in the right area :)
Do I need to make a metatag for each page I publish? or just the index page?
Also, is the "page description" essentially what comes up when you search for a page? In other words, if I google CNN, underneath the main hyperlink there is a description that says "delivers the latest breaking news and information".

Yes metatag each page according to its content and yes you are correct about the page description.

Correct on all, meta tag all your pages as the meta tags have to be drawn from the content of your page and each page is different.
