Domain name transfer?

Hi I am new to all this. I just have a question for you as we joined 123 reg back in April because someone was to do our website for us as part as their degree. They have passed their degree and we have been let down as we have wasted over a year waiting for them to do our website for us. The question I have is can I transfer the 123 reg domain name to bluevoda as I am going to try and do the website myself (with a bit of luck) so just trying to find where to start now so any help appreciated and sorry for sounding like a novice
