Changes are not being posted when published

Hi I have a website I built with no problem. Now I'm creating a new site but somehow the page isn't centered when I posted it. I'm using the correct IP and I even right clicked on the background>Page Properties>General>Center Page>Center this page in the browser window horizontally.

Also, any changes that I do, don't show up on the webpage. I submitted a support ticket and they told me that it's a design issue and post my concern here.

Am I missing something or am I doing something wrong?
