Contact Page not working

I have uploaded the contact.php page and I get an error that says the page is not in the public directory. I have checked through control panel and it is there. The page does NOT send the information to the email address in properties and the Captcha does not work. The site is www.virginiamorningsky.com . What is causing this. Should I completely delete the page from the public files and start over?
