punctuation problems when published

I was just reviewing my old website http://www.movingon1.com/sonora.php and discovered that on several pages if I've used quotation marks and/or apostrophes they show up as either blank boxes or blue diamond shapes with a ? in them. Different browser all seem to have the problem in one form or another.
